Finance Director/Treasurer

Seward, NE (pop 7,643) located 25 miles west of Lincoln, Nebraska’s State Capitol on the I-80 corridor is seeking its next Finance Director/Treasurer. Salary range is between $77,376 and $93,696 with a competitive benefits package offered. Seward has the longtime distinction of Nebraska’s 4th of July City and is home to Concordia University, wonderful schools, and many established businesses. This outstanding career opportunity will allow the candidate to oversee three full-time employees and to further the City’s excellent financial standing. The current operating budget is $57 million. A few highlights from the City’s recent audit include debt coverage ratios above 3.0 for the City’s three utilities (electric, sewer, water) and less than 1% general obligation debt per valuation.

The position is responsible for the direct planning, implementation, and maintenance of accounting and investment system, and receipt and disbursement of all City funds. Additionally, the candidate will participate in planning and development of long-range capital improvements program and be responsible for planning, development, and coordination of long-term debt and short-term debt financing program. Further, responsibilities include direct preparation of the budget for review and adoption; projection of revenue estimates and expenditures; and preparation of bond issues and offerings. The ideal applicant must possess a strong understanding of municipal budgeting, forecasting, generally accepted accounting principles (GAAP), and effective supervisory skills. Position requires ability to apply principles of accounting, statistics, and fiscal management to City operations. Ability to manage funds and to illustrate—either by presentation or memorandum—financial and budget recommendations in a researched, condensed, and simplified manner for consideration. Further, the ability to manage multiple projects, train subordinate staff, and understand complex problems with determined solutions will be a must. Finally, candidate should possess the ability to effectively communicate in all forms with elected and appointed officials, fellow City employees, and the public at large.

Qualified candidates should have the knowledge, skills, and abilities typically acquired through a combination of education and experience equivalent to: At least five (5) years of progressively responsible experience in finance or government accounting operations; or a bachelor’s degree in accounting, finance, or business administration—with major course work devoted to accounting and data processing—with at least one (1) year of applicable work experience. Holders of a CPA are strongly encouraged to apply. Candidate must be bondable.
