Assistant Director of Finance

GENERAL DESCRIPTION: Assist the Director of Finance with administering, coordinating, supervising, and controlling of all financial and accounting activities for the City.  Perform sometimes difficult work requiring significant interpretive judgment in variation from established procedures and standards.

TYPICAL DUTIES: Assist the Finance Director with planning and implementing the annual budget process; advising and consulting with department heads on fiscal issues; administering finances according to the approved budget; preparation and review of monthly financial statements; preparing W-2’s, 1099’s, 1095C’s and other payroll records; maintaining capital asset inventory; receiving and depositing cash and negotiable payments; disbursement of funds; investment of cash with financial institutions; performing project budgeting and forecasting; overseeing internal controls, payroll, utility billing, accounts payable, general ledger, bank reconciliations, and special assessment software applications; planning and preparation for annual audit; administering the City’s lottery trust fund and various reports; and  preparing various TIF reports for the Community Redevelopment Authority. Represent the City at seminars, meetings, or conferences.  Maintain professional certification (if any) by attending classes. Perform other duties as assigned.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS: Direct and supervise Finance Division employees in the absence of the Finance Director.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS: Any combination of education and experience equivalent to bachelor’s degree in accounting, finance, business administration, public administration, or a related field with emphasis on governmental accounting preferred. Registration as a CPA is preferred with three years of progressively responsible accounting experience, governmental experience preferred.
